What makes a good portrait is the art of conveying unspoken information about a person. It can capture a mood or represent the image a person in a way they wish to convey. For example, when I look at this image, I think of this man as an average person. He most likely works hard at a manual job and wants to make ends meet for his family. He's enjoying a beer at the end of a long week and probably worries if he'll have enough money to cover his mortgage. The composition of the portrait showcases the person as a human being, with the man the most prominent object in the image.
A good landscape photo will highlight what is most important about an area. It can make a person actually 'feel' as if they are present in the image. A good landscape photo is one that can elicit the feelings of actually being present in the area displayed. Sights, imagined smells, and textures can all be interpreted in a good landscape photo. A beach theme can be soothing whereas a scene like this one could possibly be a little scary or make someone feel sad/oppressed.
